Study On The Evaluation System Of Ecological Civilization Construction Level In Shaanxi Province

In order to correctly deal with the relationship between social and economic development and ecological environmental protection,our country draws lessons from the advanced thought of social and economic sustainable development abroad and puts forward "ecological civilization" according to the actual situation.The construction of ecological civilization has been attached great importance to by the state and the public.The assessment target system of ecological civilization construction at the national level should be fair and just,but it cannot be adapted to local conditions.The assessment target system of ecological civilization construction at the national level should be fair and just instead of adapting measures to local conditions.Shaanxi province is taken as the research object by this paper,and expounds and analyzes the actual situation of shaanxi province from the aspects of social economy,administrative division and ecological protection.Statistics of relevant literature in China know network evaluation index using frequency larger,comprehensive economic development and ecological environment protection in shaanxi province society,refer to the green development index system,evaluation target system of the ecological civilization construction,from response to resource and energy conservation,ecological environmental protection performance and construction of ecological civilization system from three aspects,as much as possible to reflect comprehensively the shaanxi province for the purpose of the present situation of the ecological civilization construction,build the evaluation index system.The index system includes 3 first-level indicators,10 second-level indicators and 46 third-level indicators.In this paper,46 third-level indicators in the evaluation index system are ranked in order of importance according to the similar and identical second-level indicators in the assessment target system of ecological civilization construction and the index system of green evaluation development.The weight values of these 46 second-level indicators are calculated by using the analytic hierarchy process.The weight value is divided into four grades,namely 0.00514,0.01104,0.02628 and 0.06013.According to the constructed evaluation index system and the calculated index weight value,the evaluation model table is constructed to explain the problem that the data of the three-level indicators such as the assessment compliance rate of the ecological protection red line is not available,and the calculation method of the evaluation score is designed.Taking shaanxi province and 10 cities under the jurisdiction of shaanxi province as examples,the empirical evaluation and analysis were carried out.The z-score standardization method was used to standardize the collected third-level indicators,and the standardized values of 18 negative third-level indicators were swapped for positive and negative signs.The evaluation scores of ecological civilization construction level of shaanxi province,the vertical evaluation scores of ecological civilization construction level of 10 prefectures and cities under the jurisdiction of shaanxi province from 2014 to 2017,and the horizontal comparison evaluation scores of ecological civilization construction level of 10 prefectures and cities in 2014,2015,2016 and 2017 were calculated respectively.Through the analysis of the evaluation score,it can be concluded that:(1)the construction of ecological civilization in shaanxi province had a relatively high level of capacity and achieved good results from 2014 to 2017,and played a significant positive role in improving the ability of environmental pollution prevention and control,improving the quality of ecological environment,improving the energy utilization rate and protecting the cultivated land from reducing.(2)through longitudinal evaluation and analysis,it is concluded that weinan city did a better job in ecological civilization construction from 2014 to 2017,and tongchuan city did the worst.Through horizontal comparison and evaluation analysis,it is concluded that the evaluation score of ecological civilization construction level of three cities in southern shaanxi is the highest,followed by two cities in northern shaanxi,and five cities in guanzhong have the worst score...
