With the oil demand expanded, the storage content of oil and chemical products were also increasing. Meanwhile, the accidents of domestic and international oil leakage from tank had the same rising trend, including explosion hazard. For taking effective accident emergency measures, trying to reduce casualties and property losses, quantitative analysis and evaluation for the consequences of leakage and fire explosion accident have important theoretical and practical significance.First of all, we summarized a large numbers of documents and cases, discussed the current domestic and international situation, put forward main research work and routes. Secondly, by analyzing oil gas diffusion behavior and numerical model, we also discussed the diffusion behavior from gas phase, liquid, braising and pools evaporation, etc. In hydrocarbon diffusion models, we studied two aspects of them:heavy gas model and non-heavy air model, then compared with advantages and disadvantages of the heavy air model in different patterns. Based on the actual situation, we chose the box-model to simulate calculation. Due to the box-model has the character of simple calculation and describing heavy air diffusion process easily, we adopted box-model in study. Next but not last, in fire accident and explosion con-sequences analysis, we compared with two evaluation methods of pool fire methods and Dow chemical methods, but in major fire accident, pool fire methods is more applicable to liquid pools fire, as the result of that, poor fire methods should be first consideredIn the aspect of using Geographic Information System (GIS) to simulate air pollutants, we utilized the common language development tool, visual studio 2008 as the platform, com-bing with the MapX components which were provided by Mapinfo company, for implement-ing the system of the secondary development. At the aspect of function, the system can realize many practical application, such as image registration, wind rose diagram drawing, isoline operation and calculation, in order to achieve the result of prediction in direct-viewing and rapid expression. At last, this paper took Dalian new port "7.16" major oil tank leakage accident for the actual research background, used the proposed oil and gas leak and fire disaster evaluation method in practice, achieved a relatively good result.
