Petroleum Chemical Industry Base Development Plan Environmental Impact Assessment: Theory, Method And Case Study

Petrochemical base development plan is a statutory document guiding the development and construction of petrochemical industrial park, and the fundamental basis of the petrochemical park construction and management. Effective planning is of great importance to the standardized management of land development in industrial park and the environmental protection and improvement in the local region. However, China is just at the beginning on implementation of environmental impact assessment from strategic level. There are only a few of specific projects focusing on assessment of petrochemical base development plan, with the lack of systematic study in this field.Even though technical methods and requirements for environmental impact assessment have been proposed in "Technical Guidelines for Plan Environmental Impact Assessment (on trial)", there are no specific and detailed introduction of the procedures, methods, content and requirements in environmental impact assessment of petrochemical base planning. This will bring difficulties in our work.In this paper, firstly we explored the content framework and main emphasis in specific environmental impact assessment of petrochemical base development planning on the basis of theoretical and technical achievement in environment impact assessment both in China and other countries. Then, with the analysis of the theory system of environment impact assessment, we elaborated the basic tasks, key points and common technical approaches in the environment impact assessment of petrochemical base development planning. Finally, the development planning of Xifeng industrial park in Qingyang, Gansu Province, was discussed as our case study.Results show that the proposed technical theories and approaches in environmental impact assessment of petrochemical base development planning are reasonable and practicable. Our study will provide beneficial experience and reference to the future development of environmental impact assessment of petrochemical base development planning.
