The Train Operation Dispatch Command System (TDCS) uses the information and network technology to instead of present mode of information exchange, it promotes the efficiency and quality. It has been an indispensable equipment of railway transportation. The lost of data and the failure of the system will make huge impact on railway transportation safety, efficiency and social services. The railway bureau dispatch command center is a core part of TDCS, its construction of backup for disaster has been the first priority of railway information system. The railway bureau dispatch command center as the most important part of the system, it must be capacity of backup for disaster (BD), that's the need of backup center. When a large-scale accident happened to cause the TDCS center to breakdown. How to make the system transformed immediately and let the TDCS continue is the purpose and meaning of this research.At first, this paper introduces the development history of our railway Train Operation Dispatch Command System. It started from the lagging hand work to present informatization and intelligentized work. As the speeding step of railway, the degree of system high availability is becoming more and more significant, and it poses a new challenge to information system security. It needs a new technology---disaster tolerance technology.This paper starts from the basic theory and illuminates the definition,evaluating indicator,classification and degrees of BD theory. It lays a foundation of system scheme design. And then it describes the condition. Especially the paper does some research on malfunction detection and seamless migration technology, which is one of the key-tech of BD theories. It specifies the study status,definition,structure and feature of these two technologies.Then, the paper formulates the structure function and network of railway TDCS. It analyses the requirement for backup system of TDCS, depending on the grades division of BD, it comes up with the top level design of disaster recovery. This paper depends on the introduction of BD system and the BD requirement of TDCS center, it designs a BD system scheme. The design formulates the target,principle and some indexes.Finally, according to the design, it achieves a remote application disaster recovery system which is made up of malfunction detection system and seamless migration system. The former regards the stability of TDCS as a linear matrix inequality, it depends on the solution of the matrix. If an accident is happening, the malfunction detection system will alarm the seamless migration system. The latter system is based on Mobile Agent platform. This platform could transfer by itself through the mainframe of heterogeneous computer network, it's the essential technology to achieve the seamless migration system, and ensure the data is zero loss of TDCS center.
