Command Order Sheet is an important work for power system's production and operation. It is very district to write them. Any mistakes will result in power cut or the collapse of electrical system, which bring enormous loss to people's lives and properties. Operation people must have well-knit professional knowledge of electrical system and abundance operation experiences on the spot. It is necessary to develop a system of Command Order Sheet to improve the velocity and accuracy because the electrical system still under construction now in our country.This article put forward a new system of Command Order Sheet. That is, using Connectivity change in power network structure and operation rules to generate Command Order Sheet. On the base of graph theory, the system makes uses of the knowledge of object oriented and takes Visual C#.NET and SQL Server 2000 as the mainly developing tools. The paper presents that the system saves in the form of adjacency matrix and searches by means of network graph theory the topological structure information of the main wiring diagram, storages the operating logical relationship thereof into database, by which creates automatically the correct operating sequences and in turn the operating order sheets. The main work is concluded as following: the basic structure of Command Order Sheet is defined; a new reasoning mechanism is presented for Command Order Sheet; the basic function are designed for the Command Order Sheet generation; the basic function are also realized using software tools, perform the function as order sheet checkout, saving, printing and statistics.
