| The innovation in the management system of modern hospitals is an strategic act by the state-owned medical institutions facing the competition inthe market of socialised medical services of this economic age. The recent 20years of experiences and lessons in the medical reform prove for us that nothing but a reform of the state-owed hospital's management system can solve the underlying problems that cripple hospital management. To meet the maximum needs of the basic medical services of the whole population of Xinjiang, and to keep and promote health. Based on an analysis of the existing problems in medical profession , this paper proposes an establishment and a perfection of the entry system for medical institutions at all levels and of all kinds ; an optimization of medical resources; an innovation of the medical management theories; an invovation of medical management system; an innovation of medical organizational management structures; an innovation of the inner working mechanism for modern medical management system; and an innovation of the modern medical management model. To speed up the reform and innovation of medical management systems and its operating mechanisms can produce a maximum social distribution and management efficiency of the medical resources available in Xinjiang.This paper holds that backwardness of the medical management system in Xinjiang is responsible for reducing its efficiency. For a breakthrough in the medical reform in Xinjiang, the imperative is to live up to the demand of three stresses which was put forward by JiangZemin; to observe the laws of market economy; to reform the old-fashioned medical management system in a bold manner; to set up a modern medical management systems characteristics of Xinjiang region, that is, a three-dimension management system and mechanism with the president of the hospital taking the main charge under the supervision of the CPC committee and with the participation of the medical staff. |
