Non-communicable chronic diseases (NCD) are the main global diseases burden according to the World Health Organization Report of 2003, and the non-communicable diseases and the risk factors are the key point of diseases prevention. There is increasing trend in developing countries not only in developed countries. NCD in China is characterized by high prevalence rate, incident, mortality rate and mordility rate. On the other hand, the situation of NCD occurring in the young makes the preventive work emergent and necessary indeed. In the "Fifteenth Plan" of our country, the government pays more attention to the health status after the abortion of medical reform with the policy of speeding the development of medicalcare service, dealing with the problems of hard difficulties and high expenditure in seeing the doctor.There are a lot of changes in the disease kinds and the causes of death, non-fatal disability caused by non-communicable chronic diseases have been the great menace to health. WHO make a great number of researches to search for a summary measure of population health which is a numerical indicator to combine death with and non fatal results of health to measure the population health.More and more countries begin to put emphasis on household survey applied in measuring population health synthetically in recent 50 years. For household survey, the methods of which is simple and feasible. It is according with the positive health definition to reflect the subjective feeling and objective physical conditions through the investigation about three dimensions of physical, psychology, and social fields. So by this method, the health level of population can be weighed more comprehensively.
