There are many problems in the health supervision in our country. For example, its development is not balanced, the quality of surveillance is bad and the rate is low, the working quality is not high, the depth and the span of surveillance is insufficient, and the health supervision can not adapt to the changes of circumstances and meet the needs of people's health, especially the multitudinous new situation and the question coming from the process of organizational reform of the health supervision. It needs the researcher and policy-maker's cooperate effort to solve these multitudinous problems.The purpose of this study is in view of the multitudinous questions of function realization in the health supervision of our country, especially on the system reform, ability building and fund source office area, authorized strength and authorized constitution, obtain evidence tool . Knowing present circumstances,doing analysis deeply,contrasting developing differences between economic zones,grasping developing potential these years,and discovering key factors of infiuencing sanitation supervising systems, are of great importance to deepening supervising system reformation and further advancing sanitation supervising system building.2.
