Study On The Problems And Countermeasures Of The Reform Of Health Supervision Institutions In Changshu City

With the integration of the former Ministry of Health and family planning departments,and the~" Food safety law of People’s Republic of China " promulgated,health supervision agencies face institutional reform and function adjustment from the top to the bottom,food safety supervision function separated from health supervision,took part of the food safety supervision,increase the function of family planning supervision,the family planning department is merged into the health administration department,include the family planning personnel.To study the health supervision of developed countries in foreign countries,the separation of food supervision from the health administration department is inevitable.The combination of family planning and health department is also an important measure for our country to optimize the allocation of resources and reduce the efficiency.This reform has strengthened the comprehensive supervision function of health and family planning,and constantly improved the comprehensive supervision system of administrative law enforcement.In carrying out the reform of the function adjustment of the health supervision institutions in Changshu City,according to the requirements of Jiangsu Province,the comprehensive law enforcement of the township is carried out at the grass-roots level.In addition to the transfer of food functions,the personnel of the health supervision institutions have lost half,and 14 people have been stationed in the 14 townships(streets)comprehensive law enforcement bureau in Changshu City and the institutional system has been established.Completely disrupted,the loss of personnel is serious.The health supervision institution in Changshu City is facing some problems and is going ahead in the process of exploration.According to the actual situation in the reform of Changshu City health supervision institution,this paper analyzes the existing problems and causes,focuses on the research on the problems faced by the health supervision institutions during the reform and transformation period,and through the study and reference of the experience and Enlightenment of advanced health supervision management and administrative enforcement methods at home and abroad,to rationalize and improve it.Straighten out and improve the supervision and enforcement of health and family planning in the tide of reform,it is proposed to strengthen the support of the construction of talent resources,promote the rational allocation of law enforcement resources,speed up the construction of comprehensive supervision system,improve the ability of supervision and law enforcement,and optimize the incentive system for the evaluation of work.We hope to provide theoretical basis and practical reference for relevant departments to make decisions.
