Responding to plague disaster which happened in northeast China between 1910 and 1911, the Qing government carried out large-scale construction of epidemic prevention law and regulation. A lot of all-round and content epidemic prevention laws and regulations were published numerously and confusedly, the first countrywide epidemic prevention law in Chinese modern times also came into being in this period. Regrettably, no article or book specially researches this issue until now, this paper is drawn up filling in this item blank space. The whole text will detailed analyze the quantity, content, characteristic and effect of these epidemic prevention laws and regulations. It includes the following chapters and sections:Introduction. It defines the concept of the epidemic prevention law and regulation, expounds the current situation of the problem about legislation for epidemic prevention in modern China, makes clear the writing purpose of this paper, and explains the innovative points of this paper.The first chapter, the plague disaster in Northeast China hastens epidemic prevention law and regulation in the modern times to be born. This chapter sketches the promulgating condition of the epidemic prevention law and regulation when the plague was happened in Northeast China from 1910 to 1911. Then it discourses the birth of"the first countrywide epidemic prevention law in Chinese modern times"and its characteristics.The second chapter, the epidemic prevention rules and putting them into effect. This chapter mainly analyzes the cleaning and disinfecting system, the traffic quarantine system, the reporting quarantine system and medical treatment system which were set up in the process of the concrete epidemic prevention and their implementations. And it uses a large number of examples to prove the footlights originated from carrying out them strictly.The third chapter, the epidemic prevention supporting regulations and their executions. This chapter mainly analyzes the epidemic prevention supporting regulations such as the system of rewards and penalties and the regulations after the epidemic prevention, and their executed conditions. And it uses a large number of examples to prove the active effects originated from the effective implementations of them.The forth chapter, evaluating the construction of the epidemic prevention law and regulation which was carried out by the Qing government. Foreignness, emergency, coerciveness and flexibility are characteristics of these epidemic prevention laws and regulations. The large-scale construction of epidemic prevention law and regulation not only plays a very important role in the comprehensive treatment of epidemic situation and preventing plague to be recurred at that time, but also exercises a great influence on the construction of the epidemic prevention law and regulation for later times. And what's more, it provides us great enlightenment. Concluding remark.In a word, the paper uses history, health law and preventive medicine as the theoretical principle to analyze, uses a lot of profiles and government documents as the historical material foundation to reason, and tries to treat the epidemic prevention laws and regulations in the period of late Qing roundly and systematically.
