In the early years of the founding of New China,the plague that had been prevalent in the northeast for many years did not fizzle out with the establishment of the new people’s regime,and infectious diseases remained the greatest threat to people’s lives and health.Faced with the difficult situation in the early years of the founding of New China,where there were numerous epidemics,a lack of medical care and medicine,and all kinds of medical work needed to be done,the party and the government,in order to prevent the occurrence and spread of infectious diseases such as the plague,attached great political importance to health,epidemic prevention and general medical care,to safeguard the health of the people and protect the productive forces so as to concentrate efforts on economic construction.After the implementation of passive to active,from point to surface combination and comprehensive prevention,there was no human plague in the three provinces of northeast China after 1958,which completely solved the long-term plague problem in this region.During the early period of the Liberation War,the Communists faced the challenge brought by the plague in the Northeast China and explored some methods in the fight against plague.With the stabilization of the society,the government began to advance the work of sanitation and epidemic prevention in an orderly manner after the founding of New China.First,the health administrative leading organizations covering urban and rural areas were been established from top to bottom as the organizational guarantee for the prevention and control of infectious diseases;Second,professional plague control agencies and health prevention stations were set up to strengthen the technical force for plague control;Third,a large number of health professionals were enriched on the health front through various short-term or long-term health training and education.In addition,the various epidemic prevention systems such as strict epidemic reporting,plague surveillance,vaccination,treatment of epidemic areas to build a solid pillar of plague prevention and control.The party and the government have also creatively combined health and epidemic prevention with mass campaigns.Under the guidance of the four major health policies of New China,and through extensive and in-depth publicity and education,the masses’ awareness of participating in epidemic prevention was fully mobilized,and large-scale rat and flea catching,environment cleaning and patriotic sanitation campaigns were organized and mobilized.These measures further eliminate the external causes of the plague epidemic,showing that social mobilization in the process of health and epidemic prevention and control play an important role.After arduous efforts and exploration,great achievements have been made in plague prevention and control in the three northeastern provinces in the early years of New China.It is the result that the party and the government attach importance to the work of health and epidemic prevention and take active countermeasures.Also for the subsequent health and epidemic prevention work has accumulated valuable experience.At the same time,the masses have generally absorbed the correct knowledge of epidemic prevention in this process,accumulated experience in health and epidemic prevention,disease prevention,medical care,improving the environment,changing customs,etc.,which made the health and epidemic prevention work face a historic change in a short period of time,ensured the smooth development of production and construction,and laid a solid foundation for the future epidemic prevention work of New China,thus greatly promoted the progress of New China’s health services and economic society.
