| After a great plague in the late Qing Dynasty,the Pneumonic Plague reached epidemic proportions again in Northeast China on 1920-1921.The Plague started in northern areas of Northeast China.It spread across the whole area of Northeast China,Sangyuan District,and Russia Far East,causing nearly 9,000 deaths.It was one of the most catastrophic plague epidemics in modern Northeast China.The local government reacted swiftly at the prevention of plague.Multiple methods were utilized to prevent the plague in cities,including the disinfection,clean-up campaign,and disease testing.The traffic was isolated between cities to prevent the spread of the plague.The work of plague prevention was focused in cities of Harbin and Changchun.Multiple associations,including an International Committee,were established to prevent the spread of the plague.In Sangyuan District,the spread of the plague was efficiently restrained because of the strict methods implemented by the local government.The government of Japan also paid attention to the plague epidemic.It was considered a great chance to enhance the influence of Japan in Northeast China.Japan attempted to guide the work of plague prevention in the face of a civilized country and tried to interfere in the local affairs of China in the name of plague prevention.Therefore,Japan utilized strict methods to prevent the plague in Dalian District.At the time of the outbreak of the plague,Northeast China was in a complex society circumstance.Therefore,activities related to the plague reflected collisions between social groups and the process of mentality changing of the people in the area.The government tried to use modernity to justify its actions in plague prevention.However,the process illustrated the collisions between modernity and social reality. |
