Study On The Reform Of National Public Hospital Admistrative System

Recently public hospitals, which are established and developed by the government to provide public benefits under planned econmy, have been the principal part in the national hospital system. With the advance of medical and sanitation market reform, the limitations of previous pulic hospital emerge, meanwhile deep-seated conflicts in practice appear, which lead to their failure in adjusting to the requirement of market economy in the transition period and difficulty to confront more drastic competitions in medical market after joining WTO. Therefore, it has great importance to emphasize research on public hospital administrative system in order to promote the administrative system in order to promote the administrative renovation and improve overall benefits, ect.This article focuses on the national medical and health market reform in the framework of public hospital administrative system. Based upon current national situation, starting from public beneficence, firstly I elaborated the relationship between medical market, hospital management and publia hospital administrative system. Then I contemplated the development process, and analyzed the current situstion existing problems of the national hospital administrative system, which include unclear property right system, absence of government function, undeveloped compensation system, inefficient administrative regulation, unprofessional management and inadequate stimulation syetem, ect. I also made in–depth study of several representative national hospital administrative systems, e.g., United States,Britain, Germany and Singapore, to get inspirations from their success. At last, with reference to successful experience of forign countries, aiming at the major problems that constrain the national public hospital administrative system, I came up with several suggestions in regard to the future development of public hospital administrative system, which can be detailed as, transforming the government function to establish modern supervising relationship, changing the ratio of public in current medical serice system to from multi-role market competition, choosing the appropriate public hospital reform model to build the administrative system by public artifical persons, taking measures to improve the compensation system of public hospital, developing professional administrator and creative administrative concepts and systems, reinforcing the construction of professional morals and enhancing stimulation system.
