Study Of Evaluation Of Pattern Community Health Service Institution In Sichuan Province

Objective: With varieties of qualified,quantity scientific research methods guided by the objective, fair, highly effective and reasonable principles, to build a set of comprehensive evaluating system of Community Health Service (CHS) normalized construction which is adapted to the CHS. Meanwhile, to test and evaluate the Community Health Service Institution (CHC), so as to strengthen the scientific, programmed, standardized construction for the institutions of CHS, improve the service quality& service level, and accelerate the sustainable development of CHS.Methods: The methods of Historical Documents, brain storming and focus group discussion were adopted to fix the draft of indicator system initially; the methods of Delphi Method, Analytical Hierarchy Process were used to identify the weight of indicator system. The methods of Efficacy Coefficient, TOPSIS and RSR were employed to testify the community health service institution. Finally, the indicator system°was validated with the method of combined evaluation.Results: the draft of indicator system was constructed initially by the method of focus group discussion. Then consult the experts with the method of Delphi, Good reliability and Validity has been proved by experts after 2 round experts consultation, index of Cronbach'sαof the two round reached 0.9812,0.8873 respectively. Consistency of the experts was also high, the index of Kendall coefficient of concordance of the two round reached 0.714,0.888 respectively. 3 index as "participating in the community construction" , "terminal care" , " the management of deliration" were washed out by the method of Delphi,while the indicator system and weight were determined. At the same time, the Establishment of Core Index System was adopted to evaluate the institution for the daily supervising and assessment. In Nov. 2006, Core Index System was used to evaluate 105 community health service institutions and the data were got. The methods of Efficacy Coefficient, TOPSIS and RSR were used to assess the 105 institutions comprehensively, the corresponding value of comprehensive assessment was got and sorted, finally, the results was got through the combined evaluation.Conclusions: In the research , the evaluation index system of Si Chuan community health service institution were established, the index system has directivity, sensitivity, comparability and feasibility, it made the assessment simply and easily. Meanwhile, the research also checked the real situation of the evaluated community health service institution, got the basic data and found out some existing problems of the community health service.
