To establish a successful system of rural epidemic prevention is to be an integration of material guarantee, institutional support and medical guidance. Besides these factors, morality as a positive power also plays a key role either during ordinary days or emergent public incidents. Morality, as one of psychosocial resources within rural epidemic prevention, which mainly consists of the consciences and virtues of rural people, is helpful to stabilize the socio-ethics and promote the social solidarity in rural areas. Consequently, morality is necessary to solidify the subjects of epidemic prevention, support institution, make biomedical technology in conformity and etc.Toward a rural epidemic prevention system of good governance, we should take an integrated perspective both of Chinese traditional experiences and west. According to the theories of governance, in order to build the nation-society-citizen network, it is necessary to balance the interactive relationships among institution development, value consensus, moral progress and etc. On this assumption, the moral system of epidemic prevention would make sure the good governance as the goal. At the same time, public authority and public order were established by the nation and citizens would come true during the cooperation of epidemic prevention process. In 2003, the experiences of successfully conquering the Severe Acute Respiratory Syndrome (SARS) in China, give a good example to guarantee the importance of moral mechanism in the face of emergent public health incidents.
