| The New Rural Cooperation Medical Service is a kind of policy organized, directed and supported by government. It is the the main form of solving basic medical security as well as problems such as difficult medical services. It is thus regarded as the fundamental work in the rural areas at present. And this policy is now considered as the proper meaning of a harmonious community .As a new innovation, there is no mature modelor or experience available to be consulted.Therefore,the policy of New Rural Cooperation Medical Service needs to be deeply explored and improved in practice.Shunyi district, as a new experimental unit of rural cooperative medical scheme,has found an effective mode of cooperative medical service. since it has a higher economic level as well as having faster way to accept various information, Shunyi has its own advantaget. However, some problems can not be ignored especially some influence caused by government. In this dissertation, the author hold the view that government would have a significant influence during the development of cooperative medical service. Therefore, having a clear understanding of their responsibilities, grasping the functions of their position, and effectively carrying out their duties are urgent affairs of government.The framework of this dissertation is as follows: the first chapter is mainly about the background and significance of this dissertation. Then literature review and methodology are described. The second chapter is mainly about the relative theory including Public Goods Theory, Social Security Theory and Government Responsibility Theory. In the third chapter, the author firstly introduce the develoment process of cooperative medical service and the adjustment of new rural cooperative medical care policy. Secondly, analysis about the responsibility defect of governmental behaviors and the real operation situation of Shunyi area are explored. After combined with the practice of Shunyi's new rural cooperative medical service, the last chapter mainly analyses the responsibilities that Government should take and how to allocate those responsibilities which include legislation guarantee responsibility, drumbeating and communication responsibility, fund raising responsibility and supervision responsibility. Finally, this dissertation discusses how to implement corresponding responsibilities.The author do hope that this dissertation will have some contributions to the study of cooperation medical service especially in the developed area. |
