Health problems of farmers has been the main problem of the rural social andeconomic development. But our long-term implementation of the urban-rural dualeconomic system, social security system and policies that focus on cities, resulting inthe majority of farmers medical treatment is difficult and expensive, expenses, minorillness dragged into a serious illness, serious illness is not treatment,"impoverishment" illness back into poverty problem. In response to this situation,China began to gradually implement the new rural cooperative medical system.January16,2003, the State Council General Office of the Ministry of Health andother departments’ views on the establishment of a new rural cooperative medicalsystem "notice﹝State do (2003) on the3rd﹞file definition of the new ruralcooperative medical system as follows: by the Government organization, guidance,support and voluntary participation of farmers, individuals, groups and governmentmulti-party financing, farmers based health care aims at treating serious co-ordinationsystem (hereinafter referred to as the new rural cooperative). This definitionhighlights the role of government organizations and support and stressed that thefarmers voluntarily participate in a variety of funding programs to the principles andguidelines.Made a field survey on the basis of this article during the theoretical analysis ofthe new rural cooperative development in Anhui Province, through access to a lot ofresearch in the field of statistics and literature, reference to books and literature ofManagement, Public Administration and the corresponding finishing and induction.Targeted access to the Anhui Provincial Health Department survey data collected inthe province’s new rural cooperative implementation of relevant information and data,analyzed and compared on this basis, the government should assume in the new ruralcooperative implementation of the policy process responsibility to make conclusion, that government policymakers mismanagement and lack of government responsibilityhas led to the development of new rural cooperative disruption, confirmed theguidance of the government plays an indispensable role in the process of sustainabledevelopment in the new rural cooperative. How to clarify and regulate thegovernment’s responsibility to clarify its position, earnestly implement theresponsibility to be the first priority right now. Of the specific arrangements in thisarticle is the first summarizes the previous theoretical results in the areas ofgovernment responsibility, including the theory of Marxism social security, medicalinsurance theory, the theory of public goods and the theory of governmentresponsibility. Followed by an overview of China’s new rural cooperativedevelopment process, contact the Government Accountability analysis. Informationand data analysis to summarize the state of development of Anhui Province, the newrural cooperative phenomenon and lack of government responsibility to discuss thecause of the problem, discuss, try to put the government allocation of responsibilitiesand implementation of the lack of government responsibility, and finally come upwith strategies that the Government how to take responsibility, to fulfill theirobligations to provide policy support for future sustainable development of theNCMS.
