Public Hospital Performance Management System's Construction

In the health care reform in the new situation, the management of National Public Hospital is aroused all social sectors'greatest attention. Currently, Public hospitals face a variety of medical institutions and shortage of health inputs from the country. At the same time, public hospitals have to pay social responsibility, in order to reflect the public hospitals, "public welfare". Thus, public hospitals must take the initiative to start from the inside. The performance management is a powerful weapon, it can unified staff and departmental operations and implement strategies for hospital development.This paper based on performance management theory and practice of domestic and foreign hospitals. At the same time, Ditan Hospital is an example of the article. This paper analyzes the performance of Ditan hospital management of existing problems, and analysis of its causes. With the actual situation of Ditan Hospital, we conducted a systematic design of performance management. Performance Management is divided into performance plans, performance monitoring, performance appraisal and performance feedback from four links. Around the hospital strategy implementation, we used the Balanced scorecard, Key performance indicators, Management by objectives, down to every level of hospital strategy for hospitals, department, personal goals, thus achieving the implementation of the strategy. n order to ensure the successful implementation, we also studied the promotion of culture, organizational structure changes, post management, information systems and so on.This article has the function of promoting the standardization and utility of management through studying the Performance Management System of specific hospital, the research result has important significance for improvement of performance management of similar medical organ。...
