It has been caused extensively people's attention since the new medical -system reform planning formulated in 2009. The new medical system reform planning is a strategic choice to develop the medical-health services, which is aimed to deal with the problem of go to the doctor, which is both hard and expensive. It's a important way to improve people's lives, also it can satisfies with the masses'the most urgent desires.With the new medical-health care reformation's implementation, the primary public hospitals make every effort to encourage staff to participate kinds of activities , and to perfect the members' incentives, which has become the necessary way to enhance their strengthens ,seeking further development and deepen innovation. Under the influence of the new medical-health care reformation , such as treatment-medical separated, allow the health-care people flow lawfully, improve doctor's practice environment, the primary public hospital have to adjust and improve the existing staff incentives. Explore the encouragement systems that can conform the new medical-care reformation trends. On the basis of exciting staff's passion extensively, the primary public hospitals can enhance their core-competence, and also can improve the reformation.Y City, Hebei Province, the city hospital is the largest and most powerful set of medical, scientific research, teaching, first aid, and health care as an integrated whole Upper Second Class Hospital .It can provide basic health care services for the urban and rural residents. Because of lacking the government investment, the hospital management concept is relatively backward, and also the management of the hospital staff characteristics and lack of attention to individual differences and other reasons, makes the hospital staff incentives exist imperfect incentive, incentives single pay structure is not reasonable. Because of lacking the emphasis on personal development of employees, the hospital culture construction is ignored, the results of these problems is that lower hospital employee satisfaction, greater mobility, which has affected the further development of the hospital.Based on new medical reform in the macroeconomic situation, combine with Hebei Y hospital existing staff encouragement system, the author would take a systematic study on the primary public hospitals staff motivation. In order to inspire the work of staff energy, the author suggest that through optimize the incentive mechanism, establish a reasonable salary distribution system, improve staff education and training system and create a learning hospital, explore diversified employees incentive mode, constructing harmonious hospital culture, so that employees can fully realize their potential and realize their talent. The only way to attract and retain qualified personnel, which plays an important way in maintaining the effectiveness of medical work and high efficiency, the hospital's medical standards, service levels, improve the overall level of management, enhancing the hospital's core competitiveness, security of medical health system reform smoothly.
