| Objective:The Sharing Platform of Regional Health Information is a kind of new medical service platform in developed countries, which can be applied to deal with the problem of the wasting medical resources, inefficiency and extravagant cost. It is the emphasis in the research of sharing of medical information resources at domestic and wild. The platform can enhance utilization ratio of the clinical documents, meet the demand that medical staff in different health institutes can obtain clinical information from anywhere and realize the exchange of clinical information within the region. The aim of this paper is to set up a health information sharing platform to make an attempt for the sharing of medical information resources.Methods:By learning the advanced integration theory and experience of the medical system both at home and abroad, the overall regional medical information sharing platform was set up based on the HL7 RIM standard and some norms such as standardization, highly scalability, data security and data integrity, etc. In order to achieve this purpose, we used a number of computer techniques and products like the SOA system frame theory which is mature now, Web Services technology and Oracle database technology to build and form the data centers and CDA documents of clinical test results, by which the regional medical information sharing platform set up.We did the application research of the regional medical information exchange platform based on the well network environment and more complete medical information system of Tianjin Medical University and its six affiliated hospitals. We gave an adaptive filter to the HL7 standard which have a large content, and only used portion of the content which meets the actual situation of the university and six affiliated hospitals to collect and exchange information. The platform used documents with XML format for data collection, collation and transmission. With SOA three-layer architecture, the system as a whole used Web Service technology for system integration and utilized the convenient interface provided by services to link the existing application systems and build a new service platform nimbly. We set up the own front-end systems in the hospitals, front-end processor connected with clinical information systems in hospitals using various middle-ware for distinct systems to collect and upload information produced by hospital information system without destroying the independence and privacy of the hospital information system.We used the established data center in the university to store information resources from hospitals intensively and provide several kinds of data query modes. The platform can provide query, statistics and other services for the university and hospitals or scientific research to apply.Results:The Sharing Platform of Regional Health Information has been set up successfully among Tianjin Medical University and six affiliated hospitals. The platform connects utility systems of six affiliated hospitals via favorable interface of Web service and realizes the exchange of clinical information within a region. The services based on various systems interact with each other in a universal and general manner, which may improve commutability, flexibility and stability of the system.The Sharing Platform of Regional Health Information is already in use, which has completed the exchange of clinical information and brought convenience to medical staff in obtaining and using information. At the same time, the exchange of the information resources among Tianjin Medical University and affiliated hospitals has been realized. Literature resources in school library, teaching resources and typical cases in affiliated hospitals are integrated into the platform; teachers and medical staff can find the information resources they need in the Sharing Platform of Regional Health Information.Conclusion:Through practice, The Sharing Platform of Regional Health Information meets the demand that medical staff in different health institutes can obtain clinical information from anywhere and realize the exchange of clinical information within a region. This practice confirmed that the sharing of medical information among different institutes within the region can be realized via the appropriate selection of dataset and technique. The Sharing Platform of Regional Health Information set up among 7 institutes, reflects the good spread values in actual application, ease inconvenience of hospitalization effectively, reduces medical cost and enhance utilization of the medical resources. Through practice, medical staff require for a much higher demand on The Sharing Platform of Regional Health Information that the platform should provide a wide variety of information and give more comprehensive support to medical systems. |
