France and Germany are the most important countries on the European continent. Several centuries, diplomatic options of the two countries affected the situation in Europe. Historically, Bosmarck, William II, Napoleon and Hitler, had tried to establish the hegemony of the European continent, these dominant war not only brought disaster to the people of Europe, but casted a shadow over relation between France and Germany, the results of these dominant war had ended in failure. After the end of World War II, with the advent of the Cold War, a 75 years hostile relation between France and Germany thawed, which had had a significant impact on France, Germany, Europe and the world. In the Cold War environment, the choice of reconciliation path between France and Germany are based on the accurate role location, after the two countries deeply estimating the outside role expectation and clearly crystallizing role self-cognition. In 1963, France and Germany signed the "the treaty of Friendship and Cooperation between France and Germany", which marked their full reconciliation. France and Germany from hostility to friendship, they enjoyed the cooperative joy, meanwhile, they were also accompanied by the displeasure resulting from the conflict. Cooperation and conflict constitutes a basic relation between the two countries, the analysis of its causes will help to resolve conflicts and promote cooperation among countries, achieving the stability of the international community. The article used the three mainstream international relation theories: Neo-realism, Neo-liberal institutionalism, and Constructivism, from the international power structure, the international system and the international cultural structure, assessing causes and effects of cooperation and conflict between France and Germany. Successful cooperation between France and Germany is a sample of the regional governance. The revelation of cooperation model will help us resolve the regional conflicts. After the Cold War, the international situation had changed; if reconciliation and cooperation between France and Germany formatted in the Cold War will continue, analyzing their external environment, the author think that France and Germany will continue to maintain cooperation. Facing Germany growing strength, France is formidable, which will be a key factor affecting future bilateral cooperation.
