Originated from the cultural innovation in primitive society,intangible cultural heritage in the form of non-physical traditional folk heritage,is mostly evolved and transmitted in the long farming civiliazation where ancient custom or practice was on display.As the priceles treasure of humanity intangible cultural heritage Embodys range of characteristics as following: heritable, live, non-physical, popular, regional, multiform, fragile, recreational, etc.Intangible culture heritages are the precious wealth of human civilization and important resources of tourism tangible cultural heritage.industry. This concept is in contrast to the tangible cultural heritage.As to intangible culture heritage,we encourage its use under the protection and promote its protection by its use. Many good mutual mechanisms of protection and tourism development for intangible culture heritage have been formed in many countries around the world. Intangible culture heritage boasts high value in tourism image,aesthetic,art,experience and has a deep potential in the aspect of molding and strengthening tourism image,lengthening tourism industry chain,promoting tourism entertainment and shopping.In order to make the preservation of intangibleculture heritages and tourism development complement ta ry,we should explore and use such resources on a scientific basis.The current study makes a deep analysis on the necessity and feasibility of tourism development of the intangible cultural heritage, and holds the view that the appropriate tourism development on intangible cultural heritage, which is an important tourist resources, is helpful for the spread of national traditional culture, the passing on of the intangible cultural heritage, and the supply of sufficient fund for the protection of intangible cultural heritage. It is required to handle well the relationship of development and protection, passing on and innovation in the process of development, and follow the principles of sustainable development, culture original ecology, mankind-orientation, classification develop and protection, and the regional principle.The fourth part carries on an empirical research on the tourism development of the intangible cultural heritage in Harbin. Take Harbin an example, the kinds and current situation of the intangible cultural heritage are recommended. Based on the principles and modes of tourism development proposed in the thesis, specific tourism development measures of the intangible cultural heritage of Harbin are put forward, which is significant for the development of the culture tourism in Harbin.
