Among all the factors of productivity,human resources are the most important one. Human resources management is the kind of activity in which the vigor and creativity of human being is activated to the maximum extent so as to promote the increasing of economy. It should be noted that human resources are the real competitive prestige to any enterprise. Based on this,the human resources management & development of Zigong Cemented Carbide Corp.,Ltd.(herein referred as Zigong Corp.) (ZY-HR) is studied from the point of view of development and awareness in this paper.Based on the study of the status quo of human resources management of Zigong Corp. and the thorough analysis of change of management environment and by breaking down the traditional management system and redesign a new one,a brand new system of human resources management & development has been established by adopting scientific,formal and effective managing technique in this paper. With the design of performance management and salary system as the core,the "position group" concept is first introduced into the project;by studying and analyzing the existing organization structure,the quantity and quality of existing human resources and the existing management methods,the system of key performance index (KPI) which will influence the success of an enterprise is established;salary levels is decided by the performance of an employee,the salary paid is closely matched with the performance of employees. The whole process of introduction,training and improvement of talented person is well-established,which will lay a solid foundation for the enforcement of human resources strategy of Zigong Corp. and the realization of the tenth five-year plan.This paper is aimed to provide some good experience and guidance to the human resources management of state-owned enterprises based on the summary and study of ZY-HR project.
