The PanGang Group is the biggest iron and steel enterprise in the west of China. For the great long distance among the PanGang Group and advanced corporations the lack in PanGang Group's competencies.The goal of the thesis is the study about reasons of why the PanGang Group's competencies is low. The study frame is viewpoints of dynamic capabilities, the thesis has the theory of core capabilities and the theory of enterprise culture as the tools and practices the research job base on the large sum of data.There are four parts in the paper. In the first part (chapter 1) the introduction about iron and steel industry and running information of PanGang Group are given, and there is a description of theories tools and research ways used in the paper, hi the second part(chapter2,3 and 4), the analysis and research have been done for revealing the PanGang's production capabilities, marketing capabilities and products competencies. This part figures out how and why the PanGang Group's competencies stop at the low level, In the part three(chapter5) the writer gives advices about the improvement of competencies .The fourth part (chapter 6) summarizes the all research jobs in the paper.The innovations of the paper in four points. At first ,the traditional thought of "cost-income" is broken and recommend the development of double-hight products as the developing direction of the iron and steel enterprises, in the same time the enterprises must pay attention to the development of new products. The second point is that the core competencies of iron and steel enterprise never stop at some one technology or some capability, it is the organizational capabilities which growth in the running course. The thesis indicates that thecore competencies belongs to the area of science and culture in the same time. The third new point is the pyramid of capabilities system, it describes the logical relationships existed in the enterprise capabilities system.(1)The aspiration of leaders is the start of organizational capabilities .(2) The organizational capabilities is the key factor of running effects of enterprise ,it is the resources of advantages of competence. (3)The silence knowledge and know-how play important roles in the development of the core competencies, capabilities and enterprise culture ..(4) The core competencies, the capabilities and the enterprise culture support the enterprise competencies together. The fourth new point is doubt about the viewpoint which think that the iron and steel industry is downfallen, but the writer holds the point that the iron and steel industry is developing in the globe and it will get great development in the information times.
