The author obtained some positive materials related to crimes committed by laid-off workers through a criminology investigation. The structure of the criminal phenomenon of laid-off workers has its characteristics as follows: the crimes against property take the lead; gang crimes are outstanding; misdemeanors, calculated crimes and male offenses are the main part and new-type crimes begin to loom out. The dynamic state of the crimes committed by laid-off workers shows in the two aspects: the total number of crimes are increasing and the structure of the criminal phenomenon is becoming more and more organic.The social factors of the crime committed by laid-off workers lie in the breakage between living objective and systematic means, which makes crime an effective way of living. Compared with Merton's theory, the above viewpoint has some connection with it and significant distinction as well. The connection is that they all take goals and means as their key concept, and social adaptation ways are analyzed through the combination of goals and means. At the same time they have great distinctions: firstly, the living objective in this paper differs from Merton's cultural objective in nature; secondly, they have different explanation in the propelling strength of crime; and finally, the scope and extent of explanation are distinguishable.The individual factors of the crime lie in both physiology and psychology. The author believes the following psychological state of laid-off workers is related to the crime: suffering setbacks; losing balance; the morality and legal consciousness being softened; unwilling to do hard jobs and being spiritually empty.In accordance with the special causes of the crime of laid-off workers, comprehensive prevention and treatment should be taken into account in both aspects of macro and micro, and the macro one ought to be primary. The macro prevention and treatment is to cover the breakage between the living objective of laid-off workers and the systematic means. Specifically, it involves the project of reemployment, socialsecurity, and initial capital support. The micro prevention and treatment is to effectively control laid-off workers. To be more specific, it includes the judicial control, the community control and the social psychological control.
