With the reform of state-owned enterprises intensifing further and the rational economic purpose of enterprises regressing,the phenomenon of masˉsive workers laid-off appeared.The phenomenon attracts widespread attenˉtion from various circles of the society,and it becomes an inportant focus in the present social and economic life.Various things account for the ocˉcurence,but the basic reason lies in the long-term system of planned econˉomy which leads to serious disguised unemployment and unwieldly troops of surplus staff in the state-owuned enterprises.During the period of transition from the planned economy to the market-oriented economy,the behavior of enterprises becomes more rational.So the disguised unemployment must be exteriorized.However.due to the imperfect system of social security and the limited capacity of the society to open unemployment,the laid off becomes the essential choice during this period.Massive workers are fired,which proˉduces a great impact not only on the development and stabilization of the soˉciaty and the economy,but also on the family life of these workers.the soluˉtion of this problem needs the joint efforts from the goverment,enterprises and various circles of the society.So,as a kind of systematic project,the re-employment lay a foundation for the solution of laid-off workers and exert the positive contribution. However,there are some problems in our work which prevent the funcˉtion of the re-employment project from being given full play.Therefore,the re-employment project should be improved and perfected.
