After China entered WTO, the market of telecommunication will be opened gradually and the China Unicom will choice the relevant stratagem according to the condition and characteristic to cope with the national and international rat race.China had a schedule of the opening of the telecommunication market and some limit to foreign capital stock claim, not more than 50% generally. The telecommunication carriers in the world is stagnant, and the foreign carriers are busy enough with their own affairs, so the capital abroad will be slower to be invested in China. In one word, the potential adversaries of the China Unicom are mostly from homeland not from abroad within 3-5 years.The Chinese telecommunication industry has divided into six telecommunication companies (China Telecom, China Netcom, China Mobile, China Unicom, CNII, China Railcom), and the market competition has been formed. Though the China Unicom has the all telecommunication business license, each business has a different stage and condition. The mobile business (occupied 30% in the market) is the core of China Unicom, and it is in a disadvantage status in the competition to China Mobile which is the biggest adversary of China Unicom. The potential adversaries are China Telecom and China Netcom. The primary adversaries of data and wide band are China Telecom and China Netcom, the China Unicom is also week in these business because of the cable monopolization, but these business can be promoted potentially. The wireless calling of the China Unicom has occupied the market but it is decreasing because other communication methods have boomed.From now on, the China Unicom will carry out the competition stratagem that she must regard China as her base and expand the range of business, then she will be the international first-class telecommunication company sharing themarket with China Mobile and China Telecom. The China Unicom has to put the mobile business as the point and reach to target by reducing the cost and choosing the otherness stratagem. In other words, the China Unicom can make the leadership in the world by not only putting the GSM mobile business as the core and broadening the scale but developing the CDMA communication and carrying out the otherness stratagem, and emphasizing on developing the data business that is potential in the future, and quitting the market of wireless calling. The China Unicom has some advantage of human resource. She can develop a system to make the employee have good skills and carry out the stratagem by this advantage.The China Unicom can enlarge the power to compete with other companies and be the international first-class telecommunication company by carrying out the otherness stratagem.
