The Research Of Henan Social Insurance Operation System And Fund Functioning

Social insurance system, as one of the most significant parts of social security system, has been put more and more emphasis and attracted much attention in the recent years. This dissertation attempts to give a systematic research and analysis on the operating system of social insurance in Henan Province, using positive analysis as a major research method combining with comparative analysis, qualitative and quantitative analyses. Therefore, it has both theoretical and practical instructive meanings. This dissertation gives an introduction to the items, contents, development, and status of the current social insurance system in China, within the general frame of the social security system. In particular, it gives a brief summary of the achievements of the last decade's reform. In endowment insurance section, it mainly investigates the income and expenditure conditions, coverage and multi-channels of fund raising in Henan Province. In unemployment insurance section, it mainly studies the income and expenditure conditions, expenditure structure, and the problems of transfering from unemployment indemnity to unemployment insurance in Henan Province. In hospitalization insurance section, it probes the development, fund raising scale, Payment range partition, confirmation of relevant standards, choice of account settlement methods in Henan province. In the managing system section, it delves into the drawbacks of the old system and the contradictory factors with the current system in Henan Province, and it proposes new policies and measures to better reform and improve the current system on the basis of the conclusions drawn from the in-depth research and analyses.It also explores the molds, ways and the transitional arrangements of social insurance fund investment and management in Henan Province.This dissertation is very unique and innovative in the following aspects: On the basis of the general National Property concept, by transfering some capital of financial revenue accumulation, we can realize the national property displacement from financial revenue to financial expenditure and from expenditure to revenue and we may also develop the fund and fee sources of social insurance so as to complement social insurance fund; It gives a new assumption to perfect the pension insurance adjusting system and constructs a new mode for relief system.; On the proposition of a comparative of the changes in the structure of unemployment insurance fund, it emphasizes the enhancement of the promotional function of unemployment insurance for reemployment, it analyses the influence of "orbit mergence" upon unemployment insurance ,and concludes that unemployment insurance could stand the pressure of "orbit mergence "; Through a comparative analysis of the advantages and disadvantages of various calculational methods of medicare expenses , it presents a new thought way of an integrative calculational method of medicare expenses ; On the basis of an analysis of the conflicts in the current social insurance management system , it advances the concept of reorganization according to the principles of professional division; Securities investment combination and asset securities are new models of investing and running social insurance funds.
