The dot-coms may have failed but the impact of the information technology has not disappeared nor slowed down. The digital era has barely begun. No companies can neglect the opportunities and threats that the information technology brings about. Many firms regarded the investment in the information technology as a Silver Bullet, the benefits of IT was not as good as they had expected. This situation was considered as the IT Productivity Paradox by Economists. But the other Economists didn't think so in meddle of 1990s, and proved that the benefit of IT'investment surpassed that of others investments, that was, the New IT Productivities Paradox. No matter wich one is right, it's right that the Silver Bullet thinking is wrong and benefits of IT can never automatically be acquired. This is one of the premises in the thesis. On the basis of RBV, the information technology itself doesn't have the characteristics of Core Competency, therefore management and strategy innovations on the information technology help companies acquire the durable advantage. This is another premise. The tow premises support each other. On the two premises the strategic significance and successful application of the information technology are studied on the theory of strategic management about Competence and Resource in the thesis. The era background of the study is showed firstly in the introduction. And then the status quo of research in the digitalization, strategic management, strategic information management, IT-based strategic management is reviewed and analyzed. In the end of this section the significance of theory and practice is given. At the beginning of the second part, the relevant concepts of strategic management and enterprise digitalization are studied. Secondly the relation of information strategy, IT strategy and digitalization strategy is analyzed, and then the connotation of strategic digitalization and scope of it are given. Thirdly the impact of the information technology on industrial context, industrial structure, Value Chain and competence scope is concluded in term of the Competitive Strategy view. And then based on Resource and Competency view, the importance of IT to developing of core competency is analyzed. At last it is showed what management and strategy innovation is necessary to enable the information to get advantage. In the third section of the article the two important parts of IT strategy—IT positioning and strategic digitalization models are studied. Secondly in the process of IT strategic planning, what problems were solved, the development of planning model and procedure, and how to align between IT and strategy are formulated. Thirdly we think to succeed in the strategic application of IT, firms must carry out the organize changes on structure, culture, the leader of information and the likes. At last the strategy and management change model is raised. In the last section of the thesis why to apply the Balanced Scorecard to the evaluation of strategic informationization is studied, and the principles of evaluation of strategic digitalization are put forward. Three main methods of study are used in the paper. One method is comparison. After comparison between the concepts about digitalization, the connotation and scope of strategic digitalization are concluded. There are many comparisons among Value Chain, Value Process and Core Business Process and so on. Another is criteria analysis. Every viewpoint in the thesis is based on the theory of strategic management about Competence and Resource. And some cases are cited. The third is concept analysis. The conception of strategic digitalization is established, and then the connotation and scope of strategic digitalization are studied.
