The Balanced Scorecard has gradually become the main model of the strategic management of enterprises from the 1990s, As a result of this model stressing on the balance between medium, short-term and longer-term strategy, the internal operational mechanism and the external environment (customers and the market), performance indicators and strategic objectives, the various internal dimensions , Balanced Scorecard strengthens the systematical learning and growth as well as the dynamic operation mode, making it extremely wide applicated in all types of organizations.This paper first presents and discusses the development and research of the Balanced Scorecard, strategic management theory research and practical application of the Balanced Scorecard in local government. In view of the strategic management of local government status and defects, the Balanced Scorecard can make up for China's current lack of strategic management model and form of a new management model. By Summarizing Balanced Scorecard of the common enterprise model, the paper illustrates its dimensions and analyzes the merits and features of the Balanced Scorecard.On the basis of analyzing the feasibility of the introduction of Balanced Scorecard into China's local governments and combining the actual situation of China's local governments, the paper designs China's strategic management of the Balanced Scorecard local government model .In accordance with the principles and procedures of construction of the Balanced Scorecard , the paper also builds the strategic management system of local government mode and further analysis possible problems of the Balanced Scorecard at the introduction of China's local governments , and discusses the coping strategies to solve these problems .Therefore, this paper gives a study on the following aspects, and offers the specific findings or conclusions.1,Studies and gives the Balanced Scorecard model of the local government strategic management , pointing out the linkages between the strategy and various dimensions, and the local government built a structure of the Balanced Scorecard. 2,Designs a strategic targets and various dimensions indicators, and start s the 2nd and the 3rd strategic targets.3,By using the quality function deployment methods to create a distribution of strategic target to various dimensions, and strong correlation between these indicators are given, and points out that this method is the most effective tool to the grassroots levels.4,Against the actual situation of China's local governments, the paper gives the analysis of specific difficulties and obstacles of introduction of the Balanced Scorecard, and gives a specific method of response.As a new management practical patterns and ways of thinking , strategic management provides the local governments a framework of how to think and action, thereby, more and more importance are attached to strategic management by the public sector managers of local government .From the birth to today, the Balanced Scorecard has evolved to a strategic management tool which implies the core concept of"strategic direction, causal relationship, driver management and recycling drives up"from it's initial use as a performance assessment tool. It is feasible to apply the Balanced Scorecard to the strategic management of local governments in China which is highly regarded in the business community as a strategic management tool, but it requires a combination and adjustment and perfect according to practice.The article's research results in innovative for the strategic management, and gives the China's local administrative system reform a new model. This new model can fully adapt to"create a modern local government administrative system".
