On Basic Experience Of The Construction Of Our County's Socialist Political Civilization Since The 4～(th) Plenary Session Of The 13～(th) Party Central Committee

Since the 4th Plenary Session of the 13th Party Central Committee, with the process of socialist modernization drive of our country, the construction of socialist political civilization has progressively taken shape and further developed in terms of and ideology and theory. At the same time, it has obtained eye-catching achievements in practice, especially it is specifically brought forward in the report of the 16th National Congress of the Communist Party of China that we must construct "three civilizations" and regard it as one of aims of building a well-off society in an all-round way. It is thus obvious that a study on the construction of socialist political civilization is of important theoretical and practical values.The first part of this thesis more systematically discusses Jiang Zemin and Hu Jintao's ideas about the construction of political civilization, thus presents our Party's ideological course about it Since the 4th Plenary Session of the 13th Party Central Committee.Achievements made in China's constructing political civilization since the 4th Plenary Session of the 13 th Party Central Committee are more comprehensively generalized in the second part of this thesis, in which we mainly discuss the unceasing deepening of economic restructuring, giving vigorous impetus to Party's construction, and the progressive building of the democratic and legal system, the gradual consummation of People's congress system, the increasing strengthening capacity of government's administrating by laws, especially the implementation of law of administrative licensing.The basic experience of the construction of our county's socialist political civilization since the 4th Plenary Session of the 13th Party Central Committee is summarized into seven aspects in the third part of this thesis, namely, the construction of political civilization must adhere to the leadership of the Communist Party of China; the construction of political civilization should adopt Deng Xiaoping Theory and "Three Represents" important thought as guide; the construction of political civilization must regard socialism with Chinese characteristics as the direction; the final goalof the construction of political civilization is to realize people's real being masters of the country; the construction of political civilization must stick to ruling the country buy laws; the construction of political civilization need to set up extensive united front; the construction of political civilization should persevere in innovation and advancement with age.
