Public policy evaluation is an activity that basing on some standards and procedures the subject uses scientific methods to test and evaluate the profit, efficiency and value of the public policies so as to judge whether the results meet the demand, value and chance of the aimed community.As public policy effectiveness, efficiency and value judgment and evaluation of political behavior, the public policy evaluation not only is the continuation of the policy considerations and evaluation, improvement and the important basis for the termination, but also determines the quality and value-oriented government depart- ments .and the ultimate impact on the direction of the optimal allocation of public resources and good social image of the public sector. For now at the stage of social transformation and economic transition in China, evaluation system establishment has become the important ways and means to promote the development of public adminis- tration.In Western countries, there are also many difficulties in assessing the conduct of public policy, but as the assessing is paid much attention to by the government, the general public and the society, the evaluation of public policies and legal protection are relatively complete,and the social environment for independent assessment of the growth and development of organizations are more favorable. In reality, evaluation of public policies played an important role in improving the quality and efficiency of public policy.In China, due to its short history of the development of policy science, evaluation of policies has not yet drawn enough attention from all social sectors, including the academia.Being lack of theoretical guide to policy evaluation, as well as basic environment on principle and law, China's evaluation to public policy has been lagging behind, which makes the quality of public policies low to a certain degree, and the long-lasting low efficiency of public policies has not been changed.In order to promote China's public policy evaluation, we must take the following measures: strengthening communication to achieve a better social atmosphere of paying high attention to public policy evaluation; drawing on the successful experience and methods of developed countries to establish and perfect the principles and laws that are good to public policy evaluation; going all out to build a social environment and frame good for the growing-up of independent policy evaluation organizations. Besides, it's also indispensable and important to keep the objectivity and reason of public policy evaluation to establish correct initial standards, bring in advanced methods, and carefully choose evaluation objects and time, etc.
