First, the value of post law legislation should be established as safety, justice and free, it should be clarified that protection of communication safety and embodiment of justice and free are the chiefly principle; Second, the principle of protecting the citizen's right of safe and free communication right and rife service should be indicated in the legislation of post law, which is determinated by the value of post law; Third, in order to regulate the out-of-order market of post, it is important to establish the reasonable market access system of post industry, that can promote the healthy development of post market, regulate the good competition between the post enterprises and protect the legal interest of customers; Meanwhile, in order to avoid the fact that there is no related specific regulation correspond to the dissension of postal service as a result of shortage of post legislation, the legislation plan of civil obligation arised in postal service should be done, to confirm the related right and obligation of the parties involved in postal service.All the above have the practical significance for the consummation of postal service legislation and the establishment of one whole set scientific and reasonable postal service laws and regulations.
