Universal Public Law And Postal Sovereignty: China's Postal Legal System International Factors Of Modernization

Postal service is a production department in charge of information transmission independently managed by the state,which is under the unified management of the state.In October 2017,the state post office of the People's Republic of China issued an article titled sovereignty is where the post office is! As a special industry related to national information security,national economy and people's livelihood,the importance of postal service to national sovereignty is self-evident.The beginning of modern postal service originated from the joint operation of the customs.The opium war opened the door of China,and western powers began to force trade with China and open the resource-rich market of China.In this way,China's foreign economic exchanges began to become more frequent.However,as the communication between the outside world and the inside deepens,new requirements are put forward for information transmission,which has become the excuse for the foreign powers to set up postal institutions in Chinese territory.The establishment of "guest post" by imperialist powers in China has continuously infringed upon China's postal sovereignty.The law of the commonwealth of nations introduced the concept of postal sovereignty into China,which made the Chinese people realize that a sovereign state should establish an independent postal system enjoying full sovereignty,and became the most powerful theoretical basis for the subsequent recovery of postal sovereignty.Open qing postal bureau officer from 1897 to the end of the qing dynasty after the New Deal to take over the postal mail transfer department,set up national postal,unified management,postal on "guest post" legislative ban plugging,cancellation by guest mail case in China,after continuous efforts in the early years of the republic of China to join the upu,finally realizes the back and the unity of the national postal postal sovereignty,to promote the development of Chinese modern postal service.China post's modernization and economic rights to recover the movement of the neck and neck,postal stumbling in the historical evolvement of the difficult and complex,the development of Chinese modern postal service to strengthen the exchanges and communication of the information at home and abroad,become the exchanges between China and the world of "window",promoted the progress and development of China,for China's integration into the world nation community is very beneficial.For a long time,there has been little research on modern postal service in the academic circle.The existing researches mainly focus on the generation of modern postal service in China,the relationship between customs and modern postal service,"guest post",and the modernization of China post.This paper attempts to base on the national conditions at that time,from the perspective of international law,around the concept of postal sovereignty,discusses the loss of postal sovereignty,as well as the recovery of postal sovereignty under political change and other issues.
