Exploring The Path Of Improving Public Crisis Management Mechanism In China

In contemporary times, the public crisis management has become an important function of government. It is an important indicator for measuring the level of government management that whether it can handle all types of sudden crises timely and effectively and directly related to the government's authority position and good image in public, directly affecting national security, social stability and economic development. As China is moving from a planned economy to a socialist market economy and speeding up the pace of modernization, the degree of complexity of the social structure is further deepen and economic structure and culture have become more diversified. The possibility of the risks and the crisis facing social development has also increased. Particularly in recent years, as all kinds of unexpected public crisis events occur frequently, the impact of the crisis has been steadily increasing. For this reason, strengthening public crisis management, building a public crisis management mechanism, enhancing the government's ability of dealing with public crises and dealing with various types of public emergency crisis timely and effectively have become the major challenges and a strategic choice facing the Chinese government.This paper is divided into four chapters: in the Chapter I, starting from the related concepts of the public crisis management, the author analyzes the two concepts in theory: crisis management and regular management, public crisis management mechanism and management system. On this basis the author summarizes the specific content and the structure of the public crisis management and describe the practical significance of perfecting our public crisis management mechanism at present stage; In Chapter II ,from the two areas of achievements and problems in building and improving our pubic crisis management mechanism in China, the author analyzes the current situation of our public crisis management mechanism in detail; Case in the"9 ? 11" incident in United States and the Russian hostage crisis, in Chapter III ,the author analyzes the experience of improving the public crisis management mechanism in western countries and its inspiration for us; On this basis, in Chapter IV, the author proposes measures to improve our public crisis management mechanism from four different angles: natural disasters, accidents disaster, public health incidents and social safety incidents, at the same time, the author designs the evaluation indicator system of public crisis management mechanism. Therefore, this paper can provides a theoretical basis and policy reference for us to continuously improve our public crisis management in China.
