| Having been reform and open for twenty years, our economy has developed rapidly, our national power increased obviously. However, the structure of our economy is still under the duality system of city and countryside. The structure of the industry is unreasonable. The distribution of the industry is in imbalance. The landscape orientation relation between the basic industry and the high-tech industry is relaxed. All of these are the problems need to be lead and solved by the development of the economic policy in future.The law of industry policy was a law brought forward by Japan during the procedure of economy renews and resuscitate after the war. Its working-out and carrying-out took an important part in the development of Japanese economy. Our country has been working out some policies and codes which relate to the development of the industry. The harmonious development of the regional industry economy is one of the key to solve the problem of the economy complete development. Thus, the direction of the industry policy legislation will be hastening the upgrade of industry structure, carrying out the inclining lead to the high-tech industry, forming the dominate industry with the core competing power and driving the whole industry region with the regional dominant industry. It is the main point of the article to discuss the establishment of the regional industry system and how to construct our industry policy law system reasonably under the background of the urbanization. The article tried to discuss the legislation related to industry policy from the view of the social economy development. In this article urbanization of world countries is summed up first, meanwhile, point out that urban is the core of regional industry economy, and also, the main viewpoints of the paper are put forward: enhance the research of legislation of regional industry policy, reinforce the impetus of regional economy development through industry policy.
