Along with the development of our country industrialization, urbanization and the regional economic integration, mass cross-regional public affairs appear. The character of the cross-regional public affairs decides the single local government is unable to solve it. It needs various local governments cooperate to resolve. In fact, the practices of local governments cooperate to governing the cross-regional public affairs have already appeared. But there are also many problems. It needs theoretically to give explanation and discussion. Based on this, this article proposes, "the study on the cooperation of governing the cross-regional public affairs between the Local governments "This article analyzes "the prisoner predicament" and the cooperating gamble, and gets the conditions, which local governments cooperate to governing the cross-regional public affairs. And unifies the cooperating experiences of European and American, proposes the method of our country local governments cooperate to governing the cross-regional public affairs. Namely through the institution designation, strengthen all quarters consultation and the information exchange, avoids the non- rational result. The concrete designation should emphasis on four institutions: The power drove institution, the information communication institution, the benefit consultation institution and the restrain institution. But these institution display function also need establish the cross-regional management structure. In addition, the government should also speed up the transformation of governing idea, strengthen reforms in political, economical and social system to provide good external environment for the local governments cooperate to governing the cross-regional public affairs.
