The Study On The Cross-boundary Governance Of Local Government In The Regional Developing

Since the practice of “reform and opening up policy”,under the influence of administrative decentralization,Chinese regional governments have become more active in their development.However,there have also been problems in the governance of cross-regional and cross-domain public affairs caused by local protectionism.In this way,the central government has determined the development strategies of regional development,regional environmental governance,and contiguous destitute areas from the macro level,thereby promoting the cross-domain governance of local governments across administrative boundaries.At the same time,inter-regional and local governments also actively seek cooperation to realize the cross-domain practice which regional development drives local development.These cross-domain practices have indeed promoted Chinese regional development,urban-rural development,environmental governance,and the governance of cross-border public affairs.However,it should also be realized that there are many difficulties in the cross-domain governance of local governments,which directly affects the cross-domain governance of local governments and governance performance.How to improve the performance of local government's cross-domain governance is not only the focus of attention of the central government,governments at all levels and the public,but also the key to achieving my country's regional balanced development strategy.This study will be based on the Longfeng Demonstration Zone to study the cross-domain governance of the local government in the development of the typical case area.Based on reviewing and summarizing the cross-domain governance process and the characteristics of different stages,it will focus on the current stage of the Longfeng demonstration,district local government's cross-domain governance dilemma and conduct systematic and scientific investigations and empirical research tests,hoping that the research will provide the local government with a clear understanding of the factors that affect the local government's cross-domain governance dilemma,how to effectively avoid it,and improve cross-domain governance performance,supporting at different levels is of great significance both in theory and practice.This research has always been centered on the topic of how local governments can effectively avoid dilemmas in cross-domain governance,timely identify the influencing factors that lead to the dilemma,and better achieve cross-domain governance performance.Therefore,the research is generally divided into three steps:Firstly,starting from the case,through the third and fourth chapters,comparative analysis of the origin and evolution of the Longfeng Demonstration Zone's cross-domain governance in each stage,mainly to answer the following questions:First,the Longfeng Demonstration Zone's local government cross-domain governance from integration of the practical characteristics,dilemmas and reasons of the three stages of cross-domain governance in the exploration phase,integration implementation and development phase to integration as a whole;the second is to analyze the dilemmas of cross-domain governance in different stages from the environmental,local government cooperation,governance structure and other influencing factors in order to lay the foundation for follow-up empirical research at the cognitive level.Secondly,build a cross-domain governance model based on the research in the third chapter and the fourth chapter 4,which conduct empirical tests.The first is to combine interviews with key figures,observations in field investigations,and meetings and documents related to the regional development of the demonstration area in the two counties,to summarize the performance of the cross-domain governance dilemma in the Longfeng Demonstration Area and to extract variables;the second is to combine the case with Thomson(Thomson and Perry's“first-process-result” model is based on the model,where the first link corresponds to environmental factors,the process link corresponds to local government cooperation and governance structural factors,and the two links,first and process,are taken as the influencing factors of the local government's cross-domain governance dilemma;the corresponding result link of the local government's cross-domain governance dilemma,constructs the local government's cross-domain governance dilemma model,and proposes research hypotheses based on the model.Third,based on the cross-domain governance theory,local government cooperation theory,cross-domain governance performance theory,and rich first-hand interview data,comprehensively and systematically analyze the performance and influencing factors of the local government's cross-domain governance dilemma,and isolate the environment(policy support,Location),local government cooperation(cooperation quality,cooperation ability),governance structure(authoritative organization,performance evaluation method)and other influencing factors,as well as cooperation relationships(consensus,in-depth cooperation attention),cooperation goals(core integration,planning plans and implementation,cooperation mechanisms,investment and financing reforms)and other local governments' cross-domain governance dilemmas;fourth is to design questionnaires,develop scales,and conduct statistical tests on the scales;fifth,to examine the environmental and local governance of local governments' cross-domain governance through quantitative analysis The influence of factors such as government cooperation and governance structure on the dilemma of cross-domain governance;through the structural equation model,the relationship between the three influencing factors and the dilemma of cross-domain governance is verified;the environment and local government cooperation are two factors through governance structure factors to decide intermediary whether its causality can be established,test the hypothesis proposed.Finally,on the basis of case analysis and empirical research,the following research findings are drawn: the logic of cross-domain governance in the Longfeng Demonstration Zone has changed from "administrative region governance" to "cross-domain governance",and local government cooperation has shifted from spontaneous cooperation to mutually beneficial competition.The transformation of cooperation,the transformation of the cross-domain governance structure from "temporary mechanism" to "institutional mechanism",the different influences and effects of the three stages of cross-domain governance,the dilemma of cross-domain governance in the Longfeng Demonstration Area and the research hypothesis of its influencing factors It has been verified,and the conceptual model of local government's cross-domain governance dilemma has been verified.At the same time,based on the foundation and basis of Longfeng's cross-domain governance innovation and research conclusions,based on governance structure,local government cooperation,environmental factors,and the implementation of the "growth pole" strategy,coordinate the implementation of cross-provincial collaboration projects,encourage multiple collaborative entities,and promote comprehensive cross-border collaboration.Provincial cooperation and others put forward countermeasures and suggestions for cross-domain governance of local governments at this stage in my country.The content of this research is divided into seven chapters,the main content is summarized as follows:The first chapter is the introduction,which mainly explains the research background,research significance,and defines the core key concepts.Focusing on the research themes,four themes from cross-domain governance research,practical research on cross-domain governance of local government,dilemma research on cross-domain governance of local government,and related research on the factors affecting cross-domain governance of local government,have a great impact on local government's cross-domain governance.Relevant researches on governance are reviewed,and based on literature research,research questions,research content,research ideas,and the overall framework of the paper were put forward.The second chapter is the theoretical basis and research design.This chapter explains that the theoretical perspective of this research is the cross-domain governance theory,which mainly includes the theory of local government cooperation,the theory of local government cross-domain governance,the theory of local government cross-domain governance model,etc.These theories can not only evolve Longfeng cross-domain governance,the interpretation of the process has also become the theoretical basis for the model construction and empirical research of local government's cross-domain governance dilemma.The third chapter is the origin and evolution of cross-domain governance in Longfeng Demonstration Zone.It describes the three stages of Longfeng integration exploration,integrates implementation development and overall promotion of integration from three aspects: the characteristics of Longfeng cross-domain governance practices,the performance of dilemmas and the influencing factors of the dilemma,and the form of governance and the way of cooperation.Thus,the basis of governance and other aspects are to compare and summarize.The fourth chapter is the comparative analysis of the three phases of cross-domain governance in Longfeng Demonstration Zone.This chapter will start with the three influencing factors of the local government's cross-domain governance dilemma: environment,local government cooperation,and governance structure,analyze the different impacts of these three influencing factors on the three stages of dragon-phoenix integration,and conduct a comparative analysis to further explain the influence of these factors on the dilemma of cross-domain governance.The fifth chapter is the construction and test of the conceptual model of the cross-domain governance dilemma in the Longfeng Demonstration Zone,which summarizes the dilemma of Longfeng's cross-domain governance,combines with the facts of Longfeng's cross-domain governance,explores the influencing factors and dilemma performance of the local government's cross-domain governance dilemma,and puts forward the research hypothesis between the performance of the cross-domain governance dilemma and the influencing factors,and constructs the conceptual model of the government's cross-domain governance dilemma,and empirically tests these hypotheses to verify the model.The sixth chapter is the research discovery and innovation path of cross-domain governance in Longfeng Demonstration Zone.By summarizing the research findings,this chapter is based on the existing obstacles and dilemmas of Longfeng cross-domain governance and country's strategic expectations of setting up the Longfeng Demonstration Zone,combining with the influencing factor model,it draws the research conclusions of the relationship between the Longfeng Demonstration Zone's cross-domain governance dilemmas and influencing factors from the aspects of governance structure,local government cooperation,and internal and external environment.Finally,this chapter puts forward targeted countermeasures and suggestions for the cross-domain governance of the Longfeng Demonstration Zone in the inter-provincial marginal area.The seventh chapter is the conclusion and outlook.It summarizes research conclusions,innovative points;reflects on research deficiencies,and proposes future research directions and prospects.
