Study On Value Orientation Of Performance Evaluation In Chinese Local Government

To improve the government performance is one of essential goals which have public management always pursued. In recent twenty years, most of Western countries have advocated utmost improving administrative efficiency, changing government's function and reforming administrative model. It's under this background that the government performance evaluation has already become an important problem in the public administration research field. To carry on overall measurement and assessment for government political behavior, should concentrate main attention on various political products that are produced by political behavior. The scholars at home and abroad group various kinds of political behavior results into different categories, and some feasible evaluation index systems are proposed based on their induction and summarization. And these concrete index systems must be supported by certain value notion. The value orientation is that government as a social behavior organization to make basic value judgment, the identification and interest choice of government ultimate. In fact, value orientation as the original proposition is the foundation of government performance evaluation, which determines the standard of government performance evaluation, and is important factor which controls the government behavior. Therefore, it has very strong realistic meaning to study and seek the rational value orientation of government performance evaluation.This paper from practice goes deep into questing for the government performance evaluation of China, which has some problems that exists on the value orientation. And carry on in-depth analysis to the reasons.
