Study On The Current Situation And Countermeasure Of Chinese Basic Level Civil Servent's Corruption In The Period Of Social Transition

In the period of social transition of China, the economic system reformations have already achieved obvious effectiveness. But the reformations of governing system are comparatively lagged. One expression is the breeding of corruption. Corruption has already become a severe problem of our modern China. Especially the corruption of civil servants damaged the social justice and hazards the people's benefit. At present, in China, the number of civil servants exceeds 11 million. The majority were basic civil servants. But the problem of civil servant corruption in the basic level is very universal. So, it should be attack importance to the corruption in basic civil servant. An effort will be made to solve this problem in this paper.The main cause of basic level corruption is as follows: Firstly, the defects of human nature caused the corruptions. Secondly, some abuses of the current economic system and political system caused the corruptions. At last, some historical decay concepts and distort social values caused corruption. Then, the paper refers some countermeasures and suggestions about control basic civil servants'corruption in transition period. It was aimed at to through strengthen the economic and political system reforms, law constraint, educate and management the civil servants, create favorable social environment to realize the purpose of anti-corruption.In the existing current administrative system of our country, the basic civil servant takes the foundational position. They are the base of various kinds of administrative works in modern society, they are face to the majority of people crowd, and they are the representative of our communist party and government. So whether the basic civil servant group is honesty and efficient, is related to the effects of our country's administration works. However, it is not so optimistic with basic civil servant's probity, even appears many and important cases of corruption. This paper analysis and discuss the expression, features, harms and genesis of corruption, and based on the state of the nation of our country, borrowed some abroad experience about anti-corruption, and the corresponding countermeasure is put forward. It must be good for maintain the stable politics and the honesty building of our country.
