Research on the Performance Evaluation of E-government Information Resource Management Based on PortalA portal based e-government information resource management systems have been becoming more innovative ways of sharing information. It will affect to build confidence of the communities and sustainable development of information sharing. Having understanding the on going phenomena of important of portal based e-government information resource management system, this research in conducted to evaluate outcomes of such a programme.First, National and International portal based e-government information resource management systems were studied. In national based e-resource management systems of Jing Yan, Xiang Xi whilst United Sated America, United Kingdom and Singapore were chosen as International e-resource management systems. An information resource management system of United Stated of America has been promoting thematic contents of government information. In United Kingdom has been promoting on line accessibility to the government information while protecting citizen rights and participatory rights. On other hand, in Singapore's e-government information resource management system named"Government Electronic Commerce Centre"has providing over 70% governmental information. It is observed that against developed countries'e-government systems, China can learn lot the ways of controlling information duplication and waste of resources. And a goal of e-government information resource management system is to improve access to the government information; this concept has met by European countries. But in contrary, in China's existing systems have shown limitations so that better to investigate further.Second, in China's country perspectives, information resource management systems of e-government portals can be seen that a lack of coordination, poor flow of information among and between departments. Not only have that lacked of uniformity but also poor technical supports.Third, to identify existing e-government information resource management performance evaluation methods and based on those to conduct case studies. For the case studies while chosen Shandong Province, constructed as well as established own portal based information resource management system and performance indicators. It is shown that, evaluation performing systems will be steered to identify operational, technical and management problems. And the results of case studies will be shown eradicate existing issues and concerns of e-government information resource management systems in China.
