When China's status in the world is promoting now, we Chinese must learn English much better than before. English course is offered at primary school nationwide in China in 2001. Recently, the problem that puzzled English teachers is mother tongue's function; when to use mother tongue effectively and how to keep effective strategies promoting English teaching and learning through mother tongue.This research concerns mother tongue's positive transfer's function, some effective English teaching-learning strategies and teaching ways enjoyed by most of the teachers and the students. During the elementary grades English teaching and learning in primary school, it is obvious that mother tongue has a positive effect on the students'learning and the teachers'teaching. First, mother tongue is connected to English"teach-practice-do"classroom activities closely. It acts on the promoting, remedy, assisting role of it. Mother tongue acts as a bridge, English as a target. It is the teachers who get the students through the bridge to the target. Teachers should persist in"Mother Tongue's Positive Transfer Theory"and"Foreign Language Acquisition Theory"; research the specialties of"Children Cognitive Development Theory"; explore mother tongue promoting teaching-learning strategies and opportunities of foreign language acquisition are offered. That is to say, the teachers produce direct-read-word way, culture permeating way, proverbs way, chants, role-play and games strategies and put them into use in class actively. The students acquire the abilities by using English and master the tool of English.The methods of questionnaire, interview and a case study are adopted in this thesis, surveying 55 pupils in Class Six Grade Three 12 English teachers in Gangdu Primary School and 46 pupils in Class Four Grade Two 8 English teachers in Qinghua Primary School. An experiment is given on the students in Class One and Class Two in Grade Four in No. 219 Primary School in Anshan, Liaoning Province using those strategies. The marks of three tests in the experimental class presented are much better than those of the three tests in the control class. The final result of the research indicates those English teaching-learning strategies which many teachers would like to use in English class and lots of students would like to learn are the most effective of all. Using them in and out of class, the students achieve success in acquiring knowledge and training abilities. They get much joy in harmony environment.The researcher excavates"Positive Transfer of Mother Tongue Theory"and draws a conclusion: direct-read-word way; culture permeating way; proverbs way, excavates"FL Acquisition Theory"and draws a conclusion: role-play, excavates"Children's Intellectual Development Theory"and draws a conclusion: chants and games strategies.
