| The traditional teaching theories and methods of art haven't been able to adapt to the rapid development of quality education. So it has been the academic subject to develop new art education idea, to cultivate art talents who blaze new trails, and to balance the relationship between teaching and talents-cultivating. The main idea of the article: cultivating new concepts, and strengthening the appreciation of modern art works in the class of middle and primary schools is the effective way of developing art education and cultivating art talents.Emphasizing on the emerging background of modern art, the characteristics of modern art-containing of multi-culture is analysed through the comparison between the traditional art and modern art in the first part of this article; Secondly, seeking the situation of audaciousness, blazing new trails, fantastic imagery. From the nowadays education and the requirements to the talents in 21st century, talents of creativity who should be cultivated in the cross-culture and poly-education are needed in the modern society. Therefore, the part of appreciating modern art works should be strengthened in the class of middle and primary schools to develop the students' abilities and new concepts, to combine the theories of quality education with the connotation of art education.The second part points out that art learned by middle and primary school students is one of the required courses for the basic education of children. And it is also the important way to carry out art education.
