By using documentary data, survey, intetview, questionnaire and mathematical statistics, the paper has made a thorough investigation into PE teaching, extracurricular sports, PE teachers and the deaf students' participation in sports. The findings are severe shortage of professional PE teachers, PE funds, PE space and equipment. The standard of PE health courses hasn't been put into effect. Fewer PE teachers have entered the class with teaching plans. There has been less inspection into PE teaching. Under popularization of PE teaching materials and outline exists. The organization form of PE class is simplistic. PE teaching contents focuses on the sports items. Single subject and evaluating method lies in it, morning and breaktime exercises are less workable with simplisty, the organization instruction of class PE exercise, extracurricular PE activities are less effective. Training and competition of outdoor PE isn't common; the structure of PE teachers is unreasonable. PE professionals have heavier load but less benefit. The stability of PE teachers is not solid. Few teachers go to service in training. The small amount of scientific and research papers is on a lower level. There is a strong inclination of the deaf students to PE class but less participation. They show little intrest in extra-curricular sports. At this aspect, there are more boy students than girl students. The extra-curricular sports are simplistic. On the basis of the above-investigations, the paper has put forward relevant countermeasures and suggestions: to invest much more funds in sports; to better PE arena and equipment; to speed up the PE teaching reform; to carry out the standard of PE and health; to enforce the management and inspection to PE teaching; to develop the PE teaching materials; to enrich the PE class teaching; to weaken the sports items, to enrich the PE teaching; to form multi-evaluation contents and approaches of PE scores; to formalise the extra-currricular activities regularly; to launch outdoor activities stably; to fully develop manpower resources; to strengthen the organization and instruction of extra-curriculan sports; to consolidate PE teachers and their moral construction; to intensify the PE professionals training; to train PE teachers service in; to raise PE consciousness of the deaf students; to reinforce the participation in PE classes and extra-curricular sports.
