Network Education is the major developing direction in the national and international education. The opening, study in coordination, resource sharing and no space-time limit structure a lifetime study environment of independent study whenever and wherever possible for the learner. It is two most key problems of modern network education to be standardized and intelligent. Nowadays, the repeated development of the network educational resources and the domain dependence of the knowledge expressing and reasoning limit the development of the network education. Aiming at the problems, the subject researched and developed a network intelligent tutoring system based on SCORM standard. On the basis of deeply research into the knowledge representation methods of the intelligent tutoring system, the paper adopts the knowledge point as the composition unit of the educational resources, and establishes the relationship between the knowledge points, and constructs the dynamic knowledge tree model, and implements the intelligent tutoring strategy of the tutoring system. It presents a feasible solution to the problems of the portability and the intelligence in the tutoring process in combination with SCORM. The paper researches the standardization and the intelligence of the network tutoring system based on SCORM from the two aspects of the theory and the system developing. We research and analyze the standards of the international tutoring systems, and emphasize the applied methods of the SCORM standard in the network tutoring system. By adopting knowledge point as the knowledge representation method and labeling the knowledge point attributes, we implement the strategy of the knowledge representation irrespective with the actual storing form through the technology of the knowledge point abstract standardized representation and the knowledge multidimensional level index, and establish the relationship between the knowledge points. The paper presents a dynamic, real-time, self-adaptive, interactive knowledge tree model with knowledge tree mapping approach, and researches on the knowledge representation, the structure of knowledge tree, knowledge tree mapping and knowledge tree inferring strategy. It implements intelligent inference with logic approaches and makes the system present the function of intelligent inferring to the different student by researching a variety of learning approaches in the tutoring process. In the end, we design a high-integrated, dynamic, self-adaptive, interactive, domain-free multimedia intelligent tutoring system with the object-oriented design method.
