Study On The Basic Education Investment In Jianping County, Liaoning Province

According to the investigation of basic education investment in Jianping, Liaoning, we can find that current rural basic education investment system in which the local government plays as the main body of the investment, especially in poor areas, is better than the previous system in providing rural basic education investment funds and lightening the farmers' burden. However, the shortage of financial capability of local government combines with not enough basic education investment from central government, leading to the serious shortage of basic education funds in poor areas.The relative shortage of Education investment has become an important problem for education development, which exhibits as: the shortage of operating funds, the burden of debt, the poor condition of some dangerous school houses, the poor quality of the teachers. Except from the low level of local economic development, the unaffordable education cost, the invalid supply of education, the main reason is lacking of government education investment, especially the shortage of basic education investment from the central government and the province level.In order to solve the problem, the paper suggests to strengthen government financial support on basic education investment, make central government play more important role in basic education investment in rural areas, smooth the channel for fund transferring, enlarge the scale of transferring payment and exploit the local education resource. Additionally, for the poor students, implementing free education policies. The education department in the government should reform its personnel system and adjust its education arrangement.
