In recent years, many students prefer to go to senior high schools. Besides, universities and colleges have been expanding their sizes. Also private technical secondary schools, vocational schools and Sino-foreign technical secondary schools are striving to attract more students through lowering the enrolling grades and other preferential conditions. Thus fewer and fewer students are willing to go to technical secondary schools, which have inevitably led to the lower quality of students admitted to the school. To make it worse, the English class has been reduced from four periods a week to two periods a week, and the school from the four-year system to the three-year one. How to complete the learning tasks in a shortened time? This is a problem faced by all English teachers of the technical secondary school. In my opinion, English teachers must understand the present teaching and learning situation, study the students'unique characters and other backgrounds. Based on this, the author of the thesis conducted an investigation of the present teaching situation of 15 technical secondary schools in Guangxi Zhuang Zu Autonomous Region and of the present learning situation of 4 technical secondary schools in Guilin city. The purpose is to puts forward some effective strategies.In order to get a clear idea of the current situation, the author conducted two questionnaires through interview, e-mail and telephone in fifteen technical secondary schools in Guangxi. It was hoped to understand in this way how curriculum is being carried out in technical secondary schools, including opening situation, implementation of the syllabus and compilation of teaching materials. The investigation also concerns with the student's learning difficulties as well as their attitudes toward English study.The investigation shows that generally speaking, the present teaching situation in technical secondary schools is serious since there are fewer periods while more to teach. No school has listening class. Some schools even do not open English class. Many schools can neither meet the lowest requirements nor complete the normal teaching tasks. More importantly, education does not attach much importance to the sustainable development of the students. Also many teachers do not use multimedia in teaching, which makes it difficult to arouse the students'interest.From the investigation we can know most of the students think it is difficult to study English, and it is difficult for them to grasp the content of the English textbook. Owing to the mechanical teaching methods and different English levels, the weaker, students lack confidence in study and refuse to cultivate good study habits. What they often experience in study is failure. Thus they are easy to lose confidence and interest.Based on the present problems in English teaching and learning in technical secondary schools, the thesis puts forward the following strategies: compiling the school-based textbook, paying much attention to the non-intelligence factors in English teaching, and to cultivating the students'good study habits. Also, it is important to apply the level-teaching mode.After a term's experiment, it was proved that the students have improved not only their confidence and interesting in studying English, but also their English proficiency. These strategies, therefore, prove to be effective.
