The development of human civilization is gradually entering a new era of globalization. The tide of globalization which led by the economy has accelerated cultural exchange and integration between all nations and countries, so that culture which symbolizes the national identity and the national soul, showing a trend of globalization and multiple landscape. This causes the world's universal concern, and even concerned about the inheritance and development of culture of themselves. Because, culture, in particular the natural culture is the spiritual prop and emotion homeland for a nation exists in the world, its inheritance and development relates to the survival of the entire nation. Mother tongue education as an important part of basic education nourishes the young life with its mother culture which is extensive and profound also rich and generous, shaping their national identity, to develop their national character, nurturing their national spirit, so that the inheritance and development of culture and the growth of young lives in the same peer. Form this we know, the mother tongue education shoulders the mission of inherits the natural culture naturally.This paper focus on the national culture which is in the context of contemporary globalization and cultural diversity, especially inheritance and development issues of the national traditional culture, through carding and analyzing all countries' Curriculum Standards or Syllabus as L1 to discuss the deep cultural ideas implicated in it, to use the outstanding experience for reference. On this basis, to reflect on the mother tongue education in China since the founding, of which exists a phenomenon that neglects cultural inheritance for a long-term, in order to highlight cultural aspirations of the new curriculum reform, that is, new Curriculum Standards highlights culture ideas, new materials pursuits of cultural connotation, new classroom creates cultural atmosphere. This article holds that the Chinese teachers as a person who implements and fulfils the cultural mission, should have high conscious awareness of national culture, a strong sense of cultural responsibility and outstanding ability of cultural inheritance.
