The Study Of Financial Responsibilities Of Chinese Government For The Development Of Private Higher Education

Since the reform and opening-up, as a product of educational system and economic system reform, Chinese private higher education have a rapid development, it has grown into an important component of the Chinese higher education system. The value of the private higher education determines its status in today's society. Chinese private higher education has been and will continue to play an important role to meet people's growing needs in higher education, to alleviate pressure on government finances, optimizing resources for higher education, deepen the reform of higher education, etc. If not have the development of private higher education, there will be no prosperity in our country's high education today. However, the social status of our private higher education is not compatible with its significant social value, although with the development, private higher has had certain improvement, but it is still the more common phenomenon that it not out of the status as an alternatives,Lack of government funding, unfair allocation of resources, difficulties in policy implementation, lack of proper laws and regulations.It is precisely because the lack of Government's commitment to private higher education's financial responsibility, together with the private higher education's own weak problem, the funding problem is the core problem to restrict the development of private higher education in our country. And private higher education must face almost the same development environment with public higher education. To the further development of private higher education, the Government must bear the financial responsibility, so get a clear understanding of the theory and practice-related issues is especially important.For an in-depth demonstration of our Government to take financial responsibility for the issue of private higher education, this article in the first chapter, give an introduction of the study conditions about the Government to take up the issue of financial responsibility for private higher education, and clearly put forward the concept of private higher education, and discuss in the whole article. Chapter II focuses on the study of the Chinese government funding for private higher education inadequate, unfair allocation of resources, difficulties in policy implementation and the lack of comprehensive laws and regulations and other issues, come to a conclusion that our government present serious deficiencies in responsibility for the private higher education. Chapter III, explore why our government has to bear the financial responsibility of private higher education, and take a theoretical analysis through the introduction of public goods theory and equity theory. And then have a practice analysis contrast to the successful experience of the higher education abroad. Chapter IV analyzed the role of the Chinese Government on the financial aspects of private higher education. The final chapter give some countermeasures to the government to assume the financial responsibilities, on the basis of the previous researches, and combined with Chinese actual conditions.
