Research On The Responsibility Of Government In The Development Of Private University

Private higher vocational colleges are important parts of higher education system in our country, and have made great contributions to the solution the demand of higher education resources in our country. After decades of development, China’s private higher vocational colleges have achieved a certain degree of development, but there are also many problems. The government as the Chinese higher education manager and it cannot shirk its responsibility for the development of private higher vocational colleges, earnestly fulfill its responsibility is an important guarantee to promote the healthy development of private higher vocational colleges.Based on the theory of public management, educational management theory, this paper defines the responsibility of government in the private vocational colleges, and points out the deficiencies in the performance of government responsibility, and puts forward the corresponding improvement measure. The main research contents of this paper include:(1) This paper makes clear the responsibility of the government in the development of private higher vocational colleges. The clear definition of the responsibilities of the government from attitude, management, finance, policy and so on, for the follow-up study of government responsibility is not in place to lay the foundation.(2) This paper analyzes the bad performance of government in the private vocational colleges in responsibility. The bad performance of government includes, wrong understanding of the private vocational colleges; the government is offside management of private higher vocational colleges; the government did not provide effective financial support of higher occupation colleges; policy of private university is poor.(3)This paper proposes some useful measures for the government to fulfill its responsibility to private Higher Vocational Colleges. In order to effectively promote the development of private higher vocational colleges, the government should establish a correct attitude, and pay attention to the role of private higher vocational colleges; and accelerate the improvement of the legal system, enhance the effectiveness to build a scientific and effective management system of vocational colleges, take limited and effective management; build perfect financial support system, to ensure the quality of private education.
